I and I assume Henry were only questioning if the meter had the ability to null out the capacitive reactance. I think Henry thought you were testing at only 1khz whereas I thought you were testing at 100khz and if so that the numbers were very close to the cap's capacitive reactance.But after looking into the matter I see that per printed specs many film caps ESR are indeed around 1.5 ohms at 100khz.
Given all the above perhaps you could test the film caps at different hertz and perhaps we could make a good guess as to just what the meter does. I assume we would all want to know just what the number our meter displays really means.
I don't know the meter you have but in the past the only decent one I knew of was an old sprauge unit. I am not sure if it did ESR but it was good for testing for leakage.

P.S. Yes, I agree about the older paper in oil type caps....I don't think I have ever seen one fail....and darn few of the poly in oil motor runs...and then typically for good reason like a shorted motor.
