Yes, should be OK but I would still increase current through either tube as recommended. The Emitter R will determine the current, which will be the same for either tube with the same value of R.

I also wondered about B+ for the first tube. The values used suggest a highish voltage, possibly 300V or so unless the current is extremely low in which case I'd also suggest increasing by reducing the value of cathode R a little. With a plate R of 330K even 0.5mA is OK for a 12AX7. Anything less and non-linearity would creep in.

Just FYI you can use higher B+ voltages than the rating of the tube as long as the plate voltage doesn't exceed the rating.
