Your friend is right. The signal will be entirely grounded at any pot setting; zero output.

I also tend to agree with the other posters on this thread. I suspect that you are more likely to get satisfying results when the tx sees a more or less constant load. Experiment, of course, but my first try would be a pot wired in the conventional way. 10k or 100k might work well. The Lundahl data sheet seems to indicate that a lower value pot will make the tx happier, though your ears might disagree. probably depends on how you wire the 1544a.

The grid of the tube will certainly be happier with a low value pot. I think that the advantages of a shunt attenuator will diminish the lower you go, limited by the impedance of your source.
