If you just want to get the amp fix and do not intend to make a hobby of repairing, restoring or building tube audio equipment I would recommend that you find a good repair technician. That said the minimum you need to trouble shoot the fault is a circuit diagram of the amp, a DMM (digital multimeter) and a capacitor tester (some DMM includes a cap tester). You can also use the resistant testing function on the DMM to see if a capacitor is leaking or shorted.

From your description you have a serious short circuit if you are blowing a 3 amp fuse. I have no idea what your circuit looks like but the usual suspects would be a short in the tube heater wiring or heater supply or a bad filter / power supply capacitor. If you don’t see any indication of arcing (burn / carbon marks on the chassis, wire or component) then it’s more likely a bad filter cap. If a filter cap is shorting, it is common that the cap will get very warm as the fuse trips. If you have a DMM and the circuit diagram you will be able to identify the filter caps and test them ether buy seeing if any of the filter caps gets warm or the take the cap out of the circuit and test it with the capacitor tester or use the DMM set to resistant to check if the cap is shorting.

You MUST MAKE SURE THAT THE POWER SUPPLY IS DISCHARGED and unplugged before doing anything mentioned in the previous paragraph.
