I think the fans were typically held on with a dab of Glyptal. Seems like some of the ones I've had used a rubber grommet in the center hole of the fan, that was a press fit on the motor shaft. I don't recall that I've seen any that were anchored with set screws.

Glyptal is crazy expensive these days, like $40 a quart. I'd try securing it with silicone sealer or Shoe Goo - removable if it doesn't work out.
