Alan,
Try resetting the bias controls to maximum (counter clockwise) and level fully clockwise.
Then reset the azimuth. Then reset level and then bias to the calibration point. Re check once they are all set.
Sometimes, it helps to intentially upset the azimuth setting first then repeat the above. You should be able to match up the settings with perseverance. Tdk tapes were used for the factory settings, I Believe, so these should work best.
