I suspect that the following may be behind your speed issue:
Faulty or failed voltage regulator(s)
If your deck has a tacho speed generator circuit, it may have developed a fundamental problem.The ReVox A-77 uses a speed monitoring device, a head of some sort, which sits adjacent to the big flywheel on the main capstan.
If the monitoring head or a regulator in that portion of the speed tacho circuit fails, it may result in the speed inconsistencies you have noted.
Does your Akai use a capstan drive belt?
Otherwise, this problem could similarly be related to a funky or dirty adjustible potentiometer somewhere in the circuitry. Such problems are common in aging decks of this sort.
