Slow playback on Pioneer CT-F9191

Reel to reel, cassette and other analogue tape formats.

Back again.
While listening to some tapes on the 9191 that I had recorded of our band (on another cassette player), the playback on the 9191 was somewhat slower. The belts could stand to be replaced but is that the reason for this or is the some other adjustment to be made? Unit purchased on Ebay with known belt problems.
I have a service manual coming soon.
