RE: 10" Broadcast tape

Do they have any kind of Ampex labelling? Do they have a black backcoating? Any speed indication?

Offhand, my guess would be that it's some mid-grade tape, and recorded on a high speed duplicator. But if it has backcoating, it could be pretty decent stuff.

Regarding sticky shed, for 1989 you're probably safe, but watch for signs of it until you're confident that they're ok. Signs include excessive oxide build-up on guides and heads, the tape slowing to a crawl within a few minutes, squealing. If that happens, you might consider junking the tape and sell the empty reels.
