Could be but I'd go for on of those switch cleaner solvents. I would whip the top of and give it a good clean/ hoover out. 7020 is the reciever version of the venerable 3020 I think -- late 70's early 80 vintage. I needed to do musch the same on a 3020 I picked up in a junk shop- It now sounds very good swapped some of the signal path components and used CU/AG ptfe wire to by pass the signal tracks to good effect and swapped the noisy vol pot for a bourns conductive plastic.
