A few months ago I sent a message to Ebay seller CWS4227, Carl W. Smith, about his custom linestage preamps. He seemed like a reputable seller, 100% positive feedback, etc. He sent me pics of his work and I ordered one of his preamps with a few upgrades. He has sent me e-mails from satisfied customers, etc. I am now into this for $685. 9 weeks and all I get are e-mails saying "I will ship it this morning and send the tracking number", "later today", "the preamp is my best ever", "can you send more money when you get it because it's such a good preamp", "I couldn't ship because I have heart problems", etc. He lists his company as:

He never answers that phone number, all I get is voice mail which he doesn't respond to. Since I made payment over 45 days ago, I can't get a Paypal refund. I used my bank account(dumb) to pay for it, I guess I should contact my bank.
15 years of online buying and this is the first time I have had a problem, so I guess I have been pretty lucky. I am feeling pretty stupid, though!
Any advice?
