so if you do a lot of online buying by PAYPAL consider that
If you paid by Card, through PAYPAL, rather than just paying from a PAYPAL credit balance; you still have the option of claiming through your Card company to get a chargeback done and that doesn't seem have a time limit
It pays to keep all correspondence between you and the Seller regarding the transaction and be prepared to forward that to PAYPAL in the event of a dispute
If the item was substantially misrepresented, or simply never delivered, PAYPAL seem very fair and prompt IME dealling with disputes
Far easier than a small claims action, as I'm discovering....
