While there's never a guarantee that Paypal will follow their own policies...If you pay using Paypal and don't receive your merchandise, file a complaint with Paypal WITHIN 30 days stating that the seller never delivered your merchandise. Paypal should refund your money from the seller's account.
Theoretically, that is.
