It smells fishy, but it may not be a scam, and in any event "buyer beware" is a good way to approach ANY web transaction.

For overseas buyers, simply use WESTERN UNION, there is no recourse in either direction (buyer/seller) if you get the money thru Western Union, you KNOW you've got it...

Never use any form of payment that limits your recourse in any way....that includes PAYPAL...from a sellers POV, PayPal is a risk whether its a foreign or domestic transaction...
