First, these tubes don't look new at all to me. The pins look used, and if you look close, there are two deposits on the top glass above the filament tubes, usually indicating tubes that have seen some decent service. The bigger the deposit ring, the more service, and these desposits are not small.
He does a good job showing every angle of the tube *except* the one looking down at the these deposits in the pics. This looks a common used tube picked up at a local hamfest for $2.
The "noise" test is totally bogus as well - he hooks the tube tester output up to his radio antenna input? Hah! What station is it "tuned" to? You need to to listen/measure the tubes in the audio range for noise testing that *means* anything. I guess the wrong box is all part of the game. NIB with wrong box is outright baloney.
