If this is the one I suspect (I got it twice yesterday), if you look at the source of that message - admittedly a better-than-usual fake - you'll see that the URL is really a numeric IP address, which resolves to an address in China. Using the HTML "a" element, it's displaying the https Paypal address but that isn't where it would send you.Art
