But if you are saying that there is an optocoupled SCr (a Triac) in series with the mains, and this is controlled by a trigger circuit monitoring a DC voltage downstream, then indeed, this is a digital switching regulated supply.
If they are chopping cycles of AC this can be very noisy and horrible, cf lamp dimmers.If they are passing only whole multiple cycles of AC this can be noise free but only suitable for loads like an electric fire!
