Ailing DVD-Recorder - any advice?

Apologies if this is the wrong place for this post...

Yesterday, I picked up a cheapo MiCO R311 DVD recorder which was sitting atop a neighbour's dustbin. I had hoped it might have been chucked because of a dirty lens or bad sled grease, but no, there does seem to be something genuinely wrong with it. Although all the voltages coming off the PSU board are correct, I can't get it to power up from the switch on the front panel, nor does the turntable rotate. However, the fan on the mech does turn (unevenly) for about 5 or 10 seconds before the laser flicks on to check for a disc, and the small motor at the back of the transport tries to raise the back end of the deck on which the sled's mounted. If I open the drawer by hand and then switch the player on, the drawer doesn't retract. Is the problem likely to be a bad motor driver IC, seeing as I've given all the connectors a going over with contact cleaner?

Any advice much appreciated.
