I just built a more elaborate pair of line arrays for hi fi - and some of the documentation may help you. (see link)

If this is for voice mainly, I think you could get away with a line of moderately priced drivers to cover 70 - 2000, and cover the top with a single horn. You will see approaches like this in some hi fi arrays such as those from zayltron. To cover that distance I think your line should be about 10 feet long. My 40 inch lines can blow the door off at 20 feet with stunning fidelity. Mine use the vifa pl14 which I would not use in a this application - but the drivers below are made for what you are doing.

This driver:http://www.partsexpress.com/pe/pshowdetl.cfm?&PartNumber=290-540&DID=7 would be fine. you could buy 40 for 2000, the system would be very effecient. You could spend your last 1000 on preveneered plywood and a decent pair of small horns and a pair of crossovers. Without goin into line array jargon, I think that system would rock esp if hung corrrectly.
