Outdoor outlets should always be GFI. Don't go without it. If the problem is a GFI, it may be doing it's job. Can you get the system up by turning each unit on separately, power amp last? The last thing you should worry about is the turn on surge, that at least is not dangerous. Surge may be the problem, but check ground fault first.
