3000-5000ms would be very bad for latency (this is 3-5 seconds, ya know). I'd figure about 10 ms would be a bit more in line and you probably wouldn't recognize this unless you attempted to mix the post-dsp signal with a signal that had not been delayed by this latency. If you did, even with short latency, you could still hear the delay.
