The drivers are easy, many musical instrument 8s will do. The Eminence Beta 8 will work fine and it is quite inexpensive. They guys at the High Efficiency Speakers forum will be able to direct you to site with plans for a 300 Hz horn.
Another option is line array. Four Eminence Alpha 8s in a vertical array will give you the 103dB you want at 8 ohms from a very simple closed box cabinet.
