concert in soccer field with no budget

hi all,
We are having a pop concert on a soccer field in October. Expecting about 15000 people turn up. The organiser do not have a budget for hiring line array, therefore we are trying to use limited resources to do these concert.
The problems we encouter is we have not enough speakers. At the moment, we have:
AD system speakers, AD-24 series,

FOH
1. 8 X AD-24T, w rigging gear
2. 8 X AD-24b, Couple together as cluster, but only able to do two line each side, as the dispersion is only 60 X 40.
3. 4 X Martin Audio Blackline H2
4. a Few JBL Mpro 15"/1" and AD MI-15 15"/1" (for front fill/near fill/wedges)
Delay stack
3. 8 X JBL SR4733X dual 15" (will be use delay stack on that day)
SUB
3. 4 X AD-B218 Sub,
5. 2 X EAW LA128z Dual 18" sub
6. 2 X Cervin-Wega Dual 18" Sub.
7. 4 X Martin Audio S18 Sub
We don't have enough FOH speaker, the AD-24 and H2 is belong to another partner company. So now, should I get more AD-24 so that can combine the speaker with my friends so that can build up to 3 line each side ? will that be enough if just 3 line each side. I was thinking to get another speaker like the W8C, put 3 each side rig together with the AD-24 ? Coz i like these Speaker, so that in normal, smallyer gigs, i still can use 3 each side.....
