What is the "+4" output level all about...?

I was curious about Manley's tape head preamp, so I emailed them, and part of their reply included the statement that the tape pre's output comes out at "+4 and ready for the next thing in the chain" (I had asked if you still needed the deck's output stage, or if their pre could go right to the next box).

What is this level? How does it relate to a typical "line-level" output? What, if any, additional gain is necessary for a +4 signal before A) it is sent to a cutting console, in the case of vinyl mastering or B) it is sent to a DAC? Also, are there typical impedances that are "typical" when dealing with +4 level signals?
