If you are a web developer and you need to record and edit speech to include in professional multimedia web presentations let me put in my two cents worth and recomend that you invest in a Shure SM-57 (around $100.00)and a mic preamp which you can plug into the line input of your existing 16 bit sound card. ART, for example, makes several nice little tube mic preamps for around a hundred bucks as well.Generic 16 bit sound cards have notoriously bad mic preamps in addition to which cheapo hi impedance 'computer mics' simply can't produce anything resembling professional results.
As for software, go to: http://cooledit.com and check out Cool Edit 2000 -- An excellent, easy to use, digital audio editor for another $70.
