There is more than one place where volume can be controlled:

1. In Foobar - with the volume control DSP plugin enabled.
2a. In the Windows mixer (if using WDM drivers).
2b. In the ASIO DSP based mixer of the soundcard (If using ASIO soundcard that has mixer with volume control).

You can have Case 1 with or without (either 2a or 2b).

The trick is that with pro-sumer "dual-headed" soundcards, you need to know whether you are using card in ASIO mode or WDM mode. The volume control on the mixer that's part of the soundcard's driver will work in BOTH cases. There *might* even be one case where if you select the same ASIO capable soundcard as a defalt audio device in windows, the windows AND soundcard level controls STILL work in tandem. It does not make sense for Windows to be able to control the volume when using an ASIO output plugin, but I've managed to do just that. I'd like to recreate this tonight at home - because it really does not make sense - but I'm sure that was the case.
