Lynx 22will set you back $675 - more than you indicated - but top notch.
An M-audio for about 1/5 the price of the Lynx
Or an RME Digi9636 for somewhat under the price of the Lynx not sure if I recall correctly but I think it was around $500
Control the volume in foobar
