Cheap but high quality software for doing this is Magix Audio Cleaning Lab. It costs about $40 and will use a sampling rate up to 24/48. It will both record to dvd and take out the noise.I found that this method will sound better than a CD of the same recording. If you want to approach the quality sound of vinyl you need a very high quality analogue to digital converter. This is more important than the sampling rate. They are expensive.
