I only added the "I guess" since I wasn't pretty sure as to what you need it to do.It does the job it was designed to - send the data of the currently playing song to the database on www.last.fm - and nothing more. And it does it without interfering with foobar2000 playback in any matter, so I am cool with that.
It is actually the scripts on the www.last.fm site, that generate the statistics for you music, and then give you recomendation on similar songs you might like, as well as give you access to streaming radio stations, created by user track listings.
So, that said, it does require an Internet connection to work properly. With the iTunes plugin, it tried to detect an Internet connection, and if none was found, it stores the data in a log, and once the connection is established, it sends the entire stored batch to www.last.fm. I am not sure if it does, but the foobar2000 plugin should operate in the same manner.
Note that the database on www.last.fm has to have a minimum of records of songs played for your username before it starts recommending and generating statistics. I am not sure as to what is the correct minimum, but it was something in the 300-500 range.
