Thanks for the info. The amp has been completely rebuilt with fresh caps, and with a rebuilt transformer as well (the original failed). I have already brought up the amp without tubes to check the transformer, power supply caps and associated wiring, and all that is good.

I have now repopulated the amp with tubes, and will bring it up with my Variac. The concern was more with how the circuit will behave with the voltage regulator tubes, which require a minimum voltage to fire up. Apparently that should not be an issue.
