That looks like a cathode-follower SE OTL with NFB. It would not have any relationship to what you say you want, a low power PP OTL. For a good low power PP OTL, you need either an output tube with a very low plate resistance OR a bunch of output tubes with at least relatively low plate resistance, each of which handles very little power. The latter option seems more plausible. I've never researched this question, but you could think about using a whole bunch of ECC99s in parallel, for one example. Then you need to decide on the topology of the output stage. Circlotron vs Futterman are the two obvious choices. Consider also the nominal impedance of the speaker you want to drive.
