You might want to check the fuses with a multimeter instead of just visually inspecting them. I've had fuses that looked good test blown, so it might not hurt to give it a try (your failure pattern is identical to one I observed in a similar situation where the output fuse looked good but in fact was blown). Alternatively, try replacing your fuses with known good ones. Cordially & Merry Christmas,
