George, make sure those "noisy" tubes have good contact with the socket before sending them to hell. (You may clean the contact with alcohol).
Please note that a quiet tube never indicates the condition of a used tube, I have come across quiet old tubes in very poor condition, e.g. frequency response: 100-10k, loss of dynamic and bass control.
