TubeCAD!!!! Did you teacher let you use a calculators in Math class?Yes that is correct. With a 18.9 Volt supply and a 21 ohm droping resistor a 6SN7 heater will get 600mA & 6.3V (3.78W), and a 12SN7 will get 300mA & 12.6V (the same 3.78W). Make sure it is a 10W resistor since it will need up to disapate 7-1/2 watts of heat.
