A la Assemblage / Sonic Frontiers. Also not including the enclosure will make it more difficult to pass kit built units as factory built. They can also be cheaper and builders will have the opportunity of making their own enclosures. Shipping will also be easier and cheaper. Include basic quality caps and resistors, thus making the factory unit a more refined or expensive alternative. The tweakos will replace these parts anyway.
