Efficiency is how much electrical energy is converted to acoustical. So, it's defined in SPL per watt. Sensitivity is defined in SPL per volt, generally 2.83V (which is 1W with an 8 ohm load). So if you have a high efficiency speaker, it'll be sensitive unless it's very high impedance. A high sensitivity speaker, however, can achieve that sensitivity by reducing impedance through multiple paralleled drivers or just lower impedance voice coil windings. So while you might have a 94dB sensitivity, if it's a 2 ohm load (which means 4 watts per 2.83V), it's not particularly efficient.
