24m2 room is OK, 35 would be better, you do not want it much bigger as Lowther will distort sound if you work the driver too hard.
It will definitely work with BYOB; it may sound better with tubes. I use Moth s2A3.
EX3 is almost the same as DX3 with added round cover to the back of the driver and a different phase plug. The back cover is designed to create pre compression chamber so the driver could be used in a cabinet with badly shaped compression chambers without a major sound screw up. Unfortunately the back cover is poorly designed and so, it sometimes helps, and sometimes it hurts depending on cabinet design. I removed the back covers of EX3s before using the drivers in my round DIY BLH. Opinions are divided on different phase plug.I do not like any of the Lowther designed cabinets and that without even hearing them. It’s like one does not have to try “a square butt plug†to know that one does not like it. Hornet Audio is about 3 hours from you. They make a Veliki Horn which looks interesting, they also make Hedlund with a smaller foot print - I would listen to them first.
