It's been no-noised and compressed to death. The earlier (1990) issue is fine.The latest Sinatra "entertainer of the century" remasters are really hit and miss. Wee Small Hours and Songs For Swingin' Lovers are the worst of the lot, and the Concepts box set has the same mastering.
