In Europe, the copyright duration on sound recordings is 50 years, in the US 70 years.There are a number of labels like Membran which specialize on reissuing public domain recordings (i.e pre-1957 material), for which no licensing is necessary.
But that also means they don't have access to master tapes and have to see where to get some decent sources. For CDs, often the best sounding previous CD reissues are simply ripped (which is legit).
For that reason, I wouldn't expect much from these SACDs.
