Imgburn should work for burning (free and excellent quality burner software). You may need to put the VOB files in a VIDEO_TS or AUDIO_TS folder. And maybe create the appropriate ifo files; Ifoedit will do that. It's free, but a bit cryptic to use; google will turn up some guides to using it.
It could be better to use some DVD authoring software to create menus and stuff, if it'll import the vob file(s). Usually DVD writers come with some semi-usable authoring software.
