What about 2000? ME win98?
Any OS can be loaded, you can go Linux if that floats your boat.
I have Win98se loaded, just so my missus can see the screensavers, hardware emulation is a bit poor, it emulates a Trio graphics card, I found a new driver on the net and installed it for a better image. Full drag and drop is available between Host and Guest, soundcard is emulated by a 16 bit soundblaster, so you can play music and hear it with your soundcard. I'm not sure about capturing audio, have'nt tried it yet.
I have the OS's from previous machines, so I just loaded them. Of course there are other ways to get hold of an OS. Most Linux OS's are Live CDs, cd roms that you just download and burn to disk. Then to use you load the disk up and it runs, no need to install. You just need to think about it. The Virtual PC, when you first start one, has a "Bios", like when you first turn your PC on, you get Bios that checks IDE etc then it looks for either Virtual Harddrive, or you can load an ISO, a bit like Daemon Tools, and it will boot the ISO as if it were a CD. I'll probably get told off, but Windows can be found by using a Peer to Peer application, but of course I don't condone such apps or their uses. I went to Microsoft and downloaded a 64bit version of XP, I wanted to see if my 64bit motherboard and CPU worked faster than 32bit. It was an evaluation version you download as an ISO and burn it to disc. You're given a key to use. So when your time is up, just reinstall it, pain in the butt, but it would work.
