No - before DVD-A, there was a DAD format (audio only DVDs) that a few audiophile labels released stuff on (e.g. Classic Records, Chesky) that was 24/96 stereo the same as the Neil Young disc. Most people (not us purest audiophiles) prefer that they utilize all the channels of their system (quantity). I've seen concert videos with a PCM (44.1kHz) stereo option. I'm sure with Blu-Ray or HD DVD that can each hold up to 8 channels of 24/192 PCM there will eventually be hi-rez sound concert videos.
