That tube is probably a 6FQ7 [not GFQ7] and it's a twin triode. I'm not sure how it is being used in the high voltage power supply but possibly as a regulator. The main high voltage rectifier appears to be a solid-state bridge.
If the 6FQ7 tube is flashing during power-ON, don't you think you might start there? Swapping the other tubes (12AX7) might damage the good ones.
I see 6FQ7 tubes at thetubestore and tubedepot for around $30 - $40 ea.
I had a couple 6FQ7 in my ancient Conrad-Johnson Premier 11a tube amp. Ok, it wasn't THAT ancient but I replaced it with a pair of much better sounding (and much cheaper) AES/Cary SixPac EL34 monoblocks.
