While I do not profess to know a fraction of the knowledge held by our mentor inmates, I can provide you with some reading. First, this topic is one where there is considerable confusion and debate. I side with Garth, search his posts, that you need to match the SUT (StepUp Transformer) to the output impedence of the cartridge. Some asylum members simply focus on gain and do not adjust the load of their preamp or SUT. This can result in the cartridge "seeing" an impedence that is not optimal. Highs will thus be muted or shrill, bass could be bloated or thin. Please note the formulae for loading an active device (preamp) differ from those for a passive device (SUT). The reference below outlines the differences between approaches.
Usually, when cartridge manufactures suggest a loading value it is for an active device. If you are using a SUT you have to do some research to find the output impedence of the cartridge. As you adjust the preamp load or SUT load you will be reducing voltage from the cartridge. This affects loudness and hence why you need a more robust step-up 1:36, for example, for a very low mv output cartridge. Again, there is debate on this point and you should understand the issues prior to loading your cartridge. As I mentioned, I side with Garth and the Vinyl Engine on the loading approach.
