If you cannot completely issolate the motor from the plinth, then using the proper adhesive/foam interface might actually be the very best alternative.I doubt that the Rega tape and the 3M tape are even somewhat close in resiliance and sheer factors.
The 3M tape is not designed to constrain a torqued motor. It might be a close substitute but is likely to be less compliant and thereby introduce more resonance back into the platten.
Screwing down the motor does aleviate some of the problems with a belt drive but introduces all sorts of other issues.
The foam suspension is there for a reason. Defeating the suspension just introduces other issues.
I think completely issolating the motor from the plinth is the best way to go and using the appropriate foam would be the next best option.
The 3M is anyone's guess.....
