In a permanent split phase, the cap is left in circuit all the time. This may have been some other style of motor. Psp motors are often used with loads that have a lot of inertia to overcome, such as fans/blowers. They also allow for speed control by varing line voltage, although this wouldn't be desirable for a turtable due to poor speed regulation.
