Give the motor pulley a twist and see does it start rotating.
The drive voltage for the motor in the AR turntable is split into a first and second phase (two phases)
The motor has two sets of coils; one coli is driven by the first phase and the other coil is driven by the second phase.
Typically, the second phase is derived from the first phase via a series capacitor.
Failure of this series cap for the second phase can case the issue you describe.
However, the motor may still start if you twist the pulley or spin the platter manually to get it going.
If not, then most likely, you need to replace the phase shift capacitor.
