Outer foil cap placing in Positive and Negative supply Question

To place AC cap for a power supply with positive rail and ground, I place the outer foil to the ground.

But what about placing 2x AC cap on a power supply with Positive, Ground and Negative rail ?

Should I place cap 1 outer foil to the ground, and cap 2 outer foil to the negative rail ?
