Sure, the caps will dampen the parasitic resonances in the electrical circuit.

Think of it this way, the electrical circuit delivers power to a series connected line of outlets/lights/switches.

The walls that the outlets are mounted to are being subject to all kinds of acoustic bombardment, be it the music U play and/or environmental. In addition, the prongs that grip the male AC plugs inside the outlets are acting like tuning forks which are directly connected to the AC lines and when excited acoustically, will add ringing/modulation to the AC line.

This is one of the reasons why dedicated AC mains lines exhibit much better sonics than normal daisy chained power distribution topologies. The child safety caps just dampen the resonances on the AC line.
