How does capacitance change with voltage?

Say I have a cap rated at 10 volts. Does the actual capacitance it is rated for change with voltage? If a cap rated at 10,000uF with a max of 10 volts will it have a different available capacitance at 6 volts? I am referring to electrolytics here and current available when different voltages are applied.
